In a medium bowl, mix flour, cornmeal, garlic powder, onion powder, salt, black pepper, and smoked paprika. Set aside. In a medium bowl, pour milk over cauliflower. Tightly place lid on bowl and shake bowl until cauliflower is completely covered with milk. Place the cauliflower into the bowl with the flour mixture. Gently toss the cauliflower in the mixture until it’s fully coated. Dip cauliflower into milk again and toss into flour mixture a second time if you want a double coat of batter.
